Cincinnati City Council has approved a development agreement to cover more than $21 million in road, sidewalk and other infrastructure improvements around the Horseshoe Casino Cincinnati. The improvements will be funded by the city?s issuance of up to $28 million in bonds backed by property tax revenue from the casino, which is under construction and expected to open in 2013.
